HEFCE consultation on open access in the post-2014 REF

The Higher Education Funding Council for England (HEFCE) consultation on the role of open access publishing in the submission of outputs to the post-2014 Research Excellence Framework (REF).

Earlier in 2013 input was invited to help shape this consultation and CILIP submitted a response.

Areas covered in this latest consultation include the criteria for open access, definition of outputs to which the criteria will apply and exceptions to the policy.

The Research Excellence Framework is the new system for assessing the quality of research in UK higher education institutions. CILIP provided recommendations to the Higher Education Funding Council for England to help inform their consultation process on the role of open access publishing in the submission of outputs post-2014.

  • Many of our members have been leaders in advocating and implementing open access models, recognising the huge public benefits that come from the wider dissemination of research.
  • The standard model of scholarly communications whereby libraries subscribe to academic publications is unsustainable.
  • The average cost of journal subscriptions has been rising at a rate far above inflation for decades, while budgets at academic libraries have remained fairly static.
